Far fewer will read the report itself, and a smaller number again will read it well. That&#8217;s a problem, because the headline grade is the least informative part of the document.<\/p><p>An Ofsted report runs to about 6 pages. It contains five separate judgements, several pages of narrative, and a dated context that matters more than parents realise. Readcarefully, the report tells you genuinely useful things about the school. Readcarelessly, it can mislead you both ways \u2014 making weak schools look fine and strongschools look weaker than they are.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-eb67a40 e-con-full e-flex e-con e-child\" data-id=\"eb67a40\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-1361630 elementor-widget elementor-widget-text-editor\" data-id=\"1361630\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>I&#8217;ve had parents come in waving an Outstanding judgment from 2014 as if it were yesterday&#8217;s news. The school had been completely re-staffed twice since. The grade meant almost nothing.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1f39841 elementor-widget elementor-widget-text-editor\" data-id=\"1f39841\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>\u2014 Senior Inspector (former), now school improvement consultant<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-333f70a elementor-widget elementor-widget-text-editor\" data-id=\"333f70a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>The headline grade trap<\/h2><p>The four overall judgements are: Outstanding, Good, Requires Improvement, and Inadequate. They are produced by combining several sub-judgements. They are also \u2014 and this matters \u2014 produced under whichever framework was in force at the time of inspection. Two Outstanding ratings from different decades are not the same thing.<\/p><p>More importantly, the rating is a snapshot. It captures one set of inspectors, on one set of days, judging one school. A Good school can become Outstanding within a year of new leadership. An Outstanding school can drift, lose staff, and remain rated Outstanding for years before re-inspection.<\/p><p><br \/>The fix is simple: read the date. Then read everything else.<\/p><h2>The five sub-judgements<\/h2><p>Inside the headline rating, every report contains five separate judgments. These are far more useful for understanding what the school is actually like.<\/p><h3>1. Quality of education<\/h3><p>This is the academic core: curriculum design, teaching, and outcomes. It&#8217;s the judgement most closely tied to your child&#8217;s actual classroom experience. A Good or Outstanding here, sustained across two consecutive inspections, is a strong signal. Watch for narrative phrases like &#8220;ambitious curriculum,&#8221; &#8220;subject leaders are knowledgeable,&#8221; or \u2014 on the negative side \u2014 &#8220;teachers do not consistently&#8230;&#8221;<\/p><h3>2. Behaviour and attitudes<\/h3><p>Sometimes the most underrated sub-judgement. Behaviour problems are the single most predictive factor in whether your child will be happy at a school. A Requires Improvement here is a serious flag, even at a school with strong academic outcomes.<\/p><h3>3. Personal development<\/h3><p>Covers enrichment, character education, careers guidance, and how the school prepares students for life after school. Often the place where genuinely outstanding schools distinguish themselves from merely good ones. A weak Personal Development judgement at a school with strong academics tells you the institution is exam-focused at the cost of breadth.<\/p><h3>4. Leadership and management<\/h3><p>How well-run is the school? How is it governed? Are leaders honest with themselves about weaknesses? This is often the leading indicator \u2014 schools that decline tend to lose Leadership and Management ratings before any other category drops.<\/p><h3>5. Sixth form provision (if applicable)<\/h3><p>Only present at 11\u201318 schools. Worth reading carefully if you&#8217;re considering the sixth form: it can differ markedly from the main school. A Good school with an Outstanding sixth form, or vice versa, is more common than parents realise.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-1be14fa e-con-full e-flex e-con e-child\" data-id=\"1be14fa\" data-element_type=\"container\" data-e-type=\"container\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t\t<div class=\"elementor-element elementor-element-b67456a elementor-widget elementor-widget-text-editor\" data-id=\"b67456a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div class=\"label\">EXPERT TIP<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-dc1eb48 elementor-widget elementor-widget-heading\" data-id=\"dc1eb48\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Watch out for \"the school knows it must improve\"<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a982d70 elementor-widget elementor-widget-text-editor\" data-id=\"a982d70\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>This phrase is Ofsted&#8217;s diplomatic code for &#8220;they know they have a problem and they&#8217;re working on it.&#8221; It&#8217;s not a damning finding, but it&#8217;s also not nothing. If you see it more than once in a report, the school is in transition.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-76afd94 elementor-widget elementor-widget-text-editor\" data-id=\"76afd94\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><a href=\"#\">How Ofsted phrases criticism \u2014 a glossary<\/a><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0e64db4 elementor-widget elementor-widget-text-editor\" data-id=\"0e64db4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>Where to read carefully<\/h2><p>Two sections of every report repay slow reading.<\/p><h3>&#8220;What is it like to attend this school?&#8221;<\/h3><p>Always near the top. Usually 100\u2013200 words. It is the most distilled summary of the inspectors&#8217; overall impression. Read it twice. The opening sentence in particular is often the single best signal of how the school feels in practice. Phrases like &#8220;Pupils are happy and proud to attend&#8221; mean what they say. Phrases like &#8220;The school is on a journey of improvement&#8221; mean what they say too.<\/p><h3>&#8220;What does the school need to do to improve?&#8221;<\/h3><p>Almost every report has this section, even Outstanding ones. It lists 1\u20134 specific weaknesses the inspectors identified. Read it for two reasons: first, it tells you the school&#8217;s actual problems in plain English; second, the next inspection will judge progress against these specific points. If the school&#8217;s most recent improvement notice mentions reading recovery, and reading recovery still isn&#8217;t fixed two years later, that&#8217;s a leadership problem.<\/p><h2>Inspection age \u2014 the part most parents miss<\/h2><p>An Ofsted report ages. Outstanding schools were historically inspected less frequently than other schools (the policy has tightened, but legacy ratings persist). It&#8217;s possible to find a school still trading on a 2013 Outstanding judgement. The school you&#8217;d be sending your child to is not the school the inspectors saw.<\/p><p>How recent is recent enough? Look at trends since instead<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6bd0e58 elementor-widget elementor-widget-text-editor\" data-id=\"6bd0e58\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>Common myths<\/h2><h3>Myth: &#8220;Outstanding is always better than Good&#8221;<\/h3><p>Not always. An Outstanding judgement from 2015 with no re-inspection is less informative than a Good judgement from 2024 with detailed positive narrative. The freshness matters more than the headline.<\/p><h3>Myth: &#8220;Requires Improvement means the school is failing&#8221;<\/h3><p>It doesn&#8217;t. RI is a category that signals at least one significant area needs work, but it can be applied to schools in active improvement and to schools already past the worst of their challenges. Read the Quality of Education and Leadership sub-judgements separately. A school RI overall but Good for Quality of Education and Leadership is in a very different place from one that&#8217;s RI across the board.<\/p><h3>Myth: &#8220;Independent schools aren&#8217;t inspected&#8221;<\/h3><p>Most are, but by ISI (the Independent Schools Inspectorate) rather than Ofsted, with a different (but comparable) framework. ISI reports are public and worth reading using exactly the same approach.<\/p><h3>Myth: &#8220;Free schools and academies are unregulated&#8221;<\/h3><p>Both are inspected by Ofsted exactly the same as maintained schools. The judgement framework and process are identical.<\/p><h3>Myth: &#8220;Two Ofsted reports = the truth&#8221;<\/h3><p>Two consecutive reports are a stronger signal than one \u2014 they show direction of travel. But even two reports is a small sample. Combine with Progress 8 trend, parent reviews, and an open evening visit.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-20420c8 e-con-full e-flex e-con e-child\" data-id=\"20420c8\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-140e760 elementor-widget elementor-widget-text-editor\" data-id=\"140e760\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The most useful sentence in any Ofsted report is the second one. The first sentence sets the verdict. The second one tells you why. Most parents read only the first.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c91121a elementor-widget elementor-widget-text-editor\" data-id=\"c91121a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>\u2014 Former HMI<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b1789dd elementor-widget elementor-widget-text-editor\" data-id=\"b1789dd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2>Beyond the report<\/h2><p>Ofsted is one input. To get a fuller picture, combine it with three other sources, all free:<\/p><ul><li><strong>Progress 8<\/strong>\u00a0\u2014 published annually by the Department for Education. Measures the progress students make from KS2 to GCSE relative to similar students nationally. A three-year trend tells you a lot<\/li><li><strong>School &amp; college performance tables<\/strong>\u00a0\u2014 gov.uk publishes these every January.
